Advice to protect steel frame

Hi!

I am new to this forum, happen to stumble here when I search for 'protecting steel frame' and I found some archived post.

I've got a problem here, I have tried to paint and protect my steel
frame, however the paint just won't stick on steel. What can I do? Does
those protective polish for car works on bike steel frame? Or should I
just choose paint that is compatible with steel?
