Skareb fork

Skareb fork, tire leans

I just bought this bike a few days ago.  Its a 03 Giant NRS 2, with the Skareb comp front fork.  When you are sitting on the bike the front wheel leans to the left.  After taking a couple of measurements I figured out that the right side(the side with oil only) is compressing more than the other.  Just sitting there with no rider on it, there is an 1/8" difference from one side to the other.  Any Idea what would cause this?  I checked the oil level and its right on the money.  Anybody?
